PTE Core (NOT PTE ACADEMIC PLS!!!) is recognized by the Canadian Government (IRCC) for all economic visa categories including permanent residency and citizenship. So, yes Immigration, Refugees, Citizenship Canada (IRCC) recognizes PTE Core for all permanent residency and citizenship applications.

You need AT LEAST CLB Level 7 to be eligible. That means you need to get AT LEAST, 68-75 in Speaking, 60-70 in Listening, 60-68 in Reading and 69-78 in Writing. That is the bare minimum but if I were you, I would try to get higher marks so as to increase my chances
